Layoffs coming for Pennsylvania state workers?

Governor Rendell's latest statements about the state budget are that 1,000 to 2,000 state workers could be laid off (or have unfilled positions eliminated).  The head of the AFSCME union's response is, "We are down to bare bones," he said. "The governor should look elsewhere before cutting personnel."

I have to scoff at the idea of being "down to bare bones", but we agree that there are other places the governor should be looking.

Another union, the SEIU, is extremely critical of Rendell's layoff plans.  You can find their letter on John Micek's blog for the Morning Call.  It seems they are a bit upset about Rendell continuing to "hire in management" despite the hiring freeze and promise of layoffs.  Whatever could they be referring to?
