FWHA to PennDOT: I-80 not "done deal"

A letter from the Federal Highway Administration to PennDOT Secretary Biehler makes clear that tolling for I-80 is not a "done deal" as PA Turnpike chief Brimmeier has allegedly been telling colleagues. The letter states that the review has just begun, and that there is interest from other state for the slot remaining - and that states that applied for the "Corridors of the Future" program would get priority (Pennsylvania did not - that would have implied a well thought out plan, rather than a fly-by-night plan put together during the budget standoff).
