Act 44 borrowing ($532 million) to begin

Pittsburgh Post-Gazette reports that the PA Turnpike Commission will issue over $500 million in bonds this week as part of its payment to PennDOT.

The debt will be paid by tolls on I-80 and higher Turnpike tolls, though there is no assurance I-80 tolls will be approved. Who pays then? Since the bonds are backed by the Motor License Fund, taxpayers would, likely through higher gas taxes. Just another of the many flaws of Act 44.
