School district consolidation unlikely to cut cost

Over at School Board Transparency blog, Fred Baldwin writes that consolidating school districts (to county wide districts) is unlikely to result in substantial cost savings - that is so long as contracts are negotiated in secret. 

Indeed, this seems to follow the evidence from the taxpayer-funded study and my quick analysis of Pennsylvania school districts - the largest districts typically spent the most per-pupil. 

Andrew Kling has another perspective on why larger districts are often much more ineffecient in education spending.
