The Act 1 Farce

More bad news on Act 1 - the so-called "back-end referendum" provisions not only allows school districts to increase taxes by 3.4 to 5.5% without voter referendum, and allows schools to apply for exemptions to this limit (210 of 210 were approved), but now the Patriot News is reporting that the limit is irrelevant anyway.

The Harrisburg School District is increasing property taxes above the limit in Act 1 - without referendum or exemption - and there is nothing to stop them. Apparently Act 1 doesn't create any mechanism to sanction school districts who violate the law. So really, Act 1 is just optional
