Ghost voting still taking place in Pennsylvania House

Both Grassroots PA and Capitol Ideas have made note of yesterday's PA House vote in which Republican leader Sam Smith noted some lawmakers were "voting" while they weren't even in the room.

The question obviously, is how often this "ghost voting" goes on - since there is obviously nothing to stop it from happening. So much for those supposedly great new House rules.

But Scott Perry can't vote from Iraq, so I will go without representation for 12 months. If they can't enforce a rule regarding ghost voting maybe he can vote from an entirely different country.
