Are term limits working in Michigan?

Government Bytes (the blog for NTU) points to an article (with poll) that suggests term limits for Michigan legislators should be repealed. The rationale?

"Of the 3,551 bills which have been introduced in the current legislative session, 358 have been passed. That's just 10 percent. "
Here in Pennsylvania there have 5075 bills introduced, and 134 enacted - or 2.64%. Sounds like term limits are working great!
