Turnpike study called one-sided

Pittsburgh Tribune-Review article exposes the potential bias of authors of a recent Turnpike lease "study":

The study commissioned by state House Democrats was authored by Harvard professor John Foote, who served as an executive for 10 years at a company that holds a long-standing contract with the Turnpike Commission.
That could explain why the study was so riddled with flaws. I will be testifying tomorrow to the House Transportation Committee on concerns about a Turnpike lease and will address this study - namely why their assumptions (including 80% more traffic under the Turnpike Comission than a private operator) distort the facts.
