"Groundhog day" on Open Records

The Open Records bill (SB 1) is expected to be voted on in the House this week, after passing the Senate last week. See the press release from Common Cause and the latest newsletter from Democracy Rising - both organizations are disappointed with the current rendition, particularly the exemption for the legislature:

The General Assembly would not be under the jurisdiction of the Office of Open Records like other state and local agencies. The House and Senate would get to decide for themselves whether they are in compliance with the law.
PassOpenRecords.org (the PA Newspaper Association's site for open records) offers a more positive take on the issue.

If it seem like we're rehashing the same ground, well ...
