Looking a Gift Horse in the Mouth
Allegheny Institute Policy Brief questions a University of Pittsburgh Medical Center promise to give $100 million over 10 years to the Pittsburgh Public Schools. Namely, why does the non-profit UPMC have so much money to give away, and why do the Pittsburgh schools, which spend $7,000 more per pupil than the state average ($18,000 compared with $11,000) need any more money?
