Also Greg Mankiw posts a explanation of Bush's position on SCHIP - a good overview, but instead of moderate increase of SCHIP funding (Bush's plan) versus a dramatic increase in SCHIP funding (Congress's plan), why not take Michael Cannon's advice, SCHIP expire, covert to a block grant in the interim, and provide the freedom to purchase health insurance from anywhere in the nation.

If the issue is getting more children insured, rather than subsidizing health insurance companies, that is the only solution.
