Rendell Administration: Mercantilism will revitalize PA economy

I used to think the Rendell administration was guided by this economist, but after reading their latest news release, it is clear that 17th century thought is still king:

"It's unacceptable that so much of our economy and way of life are at the mercy of other nations. For every dollar we don't send overseas, that's another dollar we can use to grow our economy," Wolff said.

So I take it that we're not going to buy anymore oil from refineries in New Jersey?
