I-80 lease signed with missing details

Philadelphia Inquirer on the controversy over when the I-80 lease agreement was signed:

Yesterday, the agencies said their lawyers had continued to work on details of the contract AFTER Transportation Secretary Allen Biehler and Turnpike Commission chairman Mitchell Rubin signed it Saturday.

WHAAAAAAT!?

Secretary Biehler better look over the deal again, because every time this happens in the movies it ends up they added in a provision about giving the Devil his immortal soul.
