A Law Best Left Behind

Wall Street Journal looks at the No Child Left Behind Act - facing reauthorization - noting how the adminstration has not enforced or pushed the school choice provision. Under the current law, schools persistently failing AYP are required to offer students choices, but only 2% of elgible students actually transfer out of failing schools, often because schools fail to offer or publicize options for families.
