Don’t bank on legality of I-80 tolls

Altoona Mirror advises lawmakers not to pass a plan that spends money from I-80 tolls, since getting I-80 tolls are questionable at best.

From our News Release: “It would behoove legislators to take a step back and determine if this proposal is feasible—and even legal—before rushing to pass it,” said Brouillette.

Why is this a no-brainer? Can anyone explain why legislators are pushing a plan that spends money they probably won't get?
