Ending high school at 10th grade?

A new report calls for ending high school after 10th grade (students could then enter community college or have two years of college prep work, paying teachers a higher starting salary while moving to a 401(k) plan for retirement, and putting independent contractors in charge of schools with states overseeing them (essentially making all schools "charter schools"). The teachers unions have - shockingly - come out against proposed reforms.
