Failure to Reform State Government

The Commonwealth Foundation joined with other good government reform groups to issue a Report Card on the Roadmap to Reform. Coverage of the Press Conference can be found in the Patriot News. I am baffled by those defending a lack of reform though:

Stephen C. MacNett, counsel to Senate Republicans: "They've painted with a very broad brush and aren't dealing with facts but are dealing with slogans." Which facts did we ignore? Are there reforms that have passed that we missed?

Rendell's press secretary, Kate Philips: "There is always work to be done, but these grades are about as fair as my high school gym teacher in Erie grading me on my ability to shovel snow -- just silly." My guess is that even her gym teacher in Erie could tell if she hadn't shoveled her snow at all.
