Education funding should go with child

Former PA Secretary of Education Charles Zogby writes in the Patriot-News how we OUGHT to fund education, but don't. Zogby says:

"Today, nearly 35 percent of Pennsylvania children graduate from high school without satisfactory skills in reading. Nearly half graduate lacking satisfactory math skills. That is more than 100,000 of our young people every year facing diminished opportunities because of a deficient education. Yet perhaps the greatest obstacle to reversing these tragic outcomes is an inequitable, unjust and inefficient education finance system."
