Philly quadruples number of teachers fired for lack of performance

Before you think there is a major focus on teacher quality in the Philadelphia School District, the quadrupling of the number of teacher fired for performance was from 2 in 2003-04 to 8 in 2004-05. This is .07% of 11,200 teachers. In other words, apparently more than 99% of Philly teachers are performing quite well, thank you.
