Exceptions are rule for Act 72

The Times Leader points out the "referendum in name only" aspects of Act 72...which are also present in the various bills winding their way through the General Assembly.

For example, a review of data by the Times Leader shows that 9 of 11 school districts in Luzerne County could increase taxes beyond the state maximum WITHOUT voter approval because of the 10 exception allowed in the law.
